Dutiable liquors and denatured spirits may be
divided into such classes as the keeper may determine
having regard to the rules of the Fire Insurance
Association of Hongkong.
(2)
Liquors and Spirits in each class shall be stored
in godown as the keeper shall decide.
Consequently the keepers have power to leave liquore scattered all
over the numerous godowns, being tied down also by obligations towards the Insurance Association and consignees in regard to rent
of space and other consideratione, one of which is the expense
incidental to the removal from one godown to another, which would
run up to a sum that consignees would not be prepared to pay.
I understand that local firms hire sections of godown on monthly
or other periodical terms. They naturally wish their liquors atore
in their own sections as being both economical and convenient, whil
this system gives more trouble to the Godown Manager and to the
Government with less security than would be afforded in definite
liquor godowne it may be undesirable to change it unless the
Government is prepared (1) to pay a share towards the extra expense
involved in placing all liquors in assigned bonded liquor warehouse
or (2) to insist on consignees doing this and facing the outcry
that would be raised of interference etc.
As far as the honesty of the Keepers of King's warehouses
is concerned this cannot be doubted for one moment but they admit
that they can only work on the documents handed to them and
declarations made by Agente of vessel or consignees without
verification of any kind.
In the case of Holt's Steamers, Messrs. Butterfield and
Swire make an abstract from the original manifest of all liquors and
wines and write out an Import Manifest for he Superintendent and
one copy is also supplied to their Manager of the King's warehouse.
He in turn rechecks withark the original manifest ar advises the
Imports and Exports Office of any omission.
